Update on STAR Communities

As reported to Council on February 19, 2013, the City was selected as one of approximately 30 communities to test and evaluate the STAR Community Rating System. STAR is the nation’s first, voluntary self-reporting framework for evaluating, quantifying and improving the livability and sustainability of communities. The deadline for ratings submitted through the STAR System is March 31st.

Community Development staff has worked with all Departments to gather information for evaluation. Based on staff’s initial assessment, the City will rank as a 4-STAR Community worthy of national recognition for excellence. The City is receiving the most points in the “Built Environment” goal area, with a preliminary score of 85.2 points out of 100, and in the “Natural Systems” goal area, a preliminary score of 71.6 points out of 100. Staff does not anticipate receiving any points for “Industrial Sector Resource Efficiency,” “Targeted Industry Development,” “Natural & Human Hazards,” or “Working Lands” due to the nature of our community, built environment and economic sectors predominantly out of the City’s control. Staff also doesn’t anticipate receiving any points at this time for “Climate Adaptation,” but the targeted General Plan update should address some of this deficiency. This preliminary analysis will result in a work plan that identifies action items which will range in scope from near-term to long-term actions, and will be determined based on their ability to support the City’s other sustainability initiatives.
