The loan for the Idaho Apartments (10203 San Pablo Avenue) project closed on December 20, 2017 and the project received its planning approval November 28, 2017. Resources for Community Development submitted a building permit application September 19, 2017 that was issued on January 2, 2018. The rehabilitation of the units is anticipated to finish in early March of 2019. Residents will be temporarily relocated while work is being completed on their units. The project is substantially ready to pull building permits. Housing staff is working with Resources for Community Development (RCD) and the other project lenders and investors to close escrow on the project’s construction financing. Financing is anticipated to close by March 21st. RCD plans to start construction of this 57-unit multifamily housing development in April.
RCD will be holding a groundbreaking ceremony on the afternoon of April 22nd from 4:30 to 6:00pm. Mayor Janet Abelson and Supervisor John Gioia are scheduled to speak at the event. Staff will be coordinating with RCD, who is organizing and conducting outreach for the event.

Resources for Community Development (RCD) has assembled all the financing needed to begin construction on the 57-unit Ohlone Gardens mixed-use project at 6431 and 6495 Portola Drive. In Spring 2013, the project received a commitment of $1,440,000 in federal HOME funds from Contra Costa County. Most recently, on September 25th, the State Tax Credit Allocation Committee awarded the project a $16 million tax credit allocation through the extremely competitive 9% Low Income Housing Tax Credit program.
RCD is currently preparing their building permit submittal and aiming for submittal to the City in December. Community Development staff is working with other City departments to ensure coordination of review on this major project. RCD plans to close construction financing and start construction on this $26 million project in March 2014. Housing Program staff will be working closely with RCD and other project investors and lenders to close on all financing needed for a timely construction start.
