• Every person operating rental units, whether apartment house, in-law unit, duplex or, single- family unit, which are rented or occupied by any person other than the legal owner of the property for any portion of a year, regardless of whether any consideration is received therefor, shall pay the license fee set in the master fee schedule. A valid certificate of occupancy shall be required for all rental units. For this purpose, a certificate of occupancy granted under Chapter 16.30 shall be valid for a period of two years. Any unit used for living quarters of the owner shall be exempt from the business license tax contained herein. (ECMC 4.32.260)
• Permit Required: Any owner or owner's authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be performed, shall first make application to the building official and obtain the required permit.
