The Housing Element is one of seven mandatory elements to a local jurisdiction's General Plan. State law (Senate Bill 375) requires jurisdictions in the nine-county San Francisco Bay Area, including El Cerrito, to update their Housing Element based on an eight year planning period that begins in 2015. The housing element must address the City's fair share of the regional housing need and specific State statutory requirements, but it ultimately should reflect the vision and priorities of the local community.

One of the main focal points of the update is the state law requirement of every local jurisdiction to plan for its share of the state's housing needs for people at all income levels. The City's will review the existing Housing Element and will revise the document to reflect current conditions, city policies, and methods to meet the housing requirements mandated by the State of California Department of Housing and Community Development (HCD).

The Housing Element update, which will cover the planning period from 2015 to 2023, will be prepared by the Community Development Department. The Housing Element will be reviewed and considered by the Planning Commission and then presented to the City Council for adoption.
