Affordable Housing Strategy

The City of El Cerrito is undertaking an Affordable Housing Strategy with Surface Transportation Program (STP) funds allocated to the Metropolitan Transportation Commission (MTC) by the Federal Highway Administration, for San Pablo Avenue PDA Planning Implementation Assistance. An Affordable Housing Strategy is needed to define City goals, and identify a range of implementation tools, to further the overall Housing Element goals. For more background information, please see the City’s Housing Element.

RFP
The City released a Request for Proposals on November 1, 2016, seeking experienced development teams to submit proposals to develop a comprehensive, Affordable Housing Strategy for the City’s San Pablo Avenue PDA and Specific Plan area, and an alternate task to expand the strategy citywide. Three consultant teams were selected to advance to the interview phase and the review committee selected Strategic Economics, Inc. to develop the Affordable Housing Strategy.

See the RFP and sample Professional Services Agreement for more information about the RFP process, selection criteria and timing.

Council Actions
The City received approval to enter into a contract and hire Strategic Economics, Inc. as the consultant for the Affordable Housing strategy at the January 17th, 2017 City Council meeting. The agenda item can be viewed here.
