Resurfacing involves applying an overlay or seal to the surface of the roadway. This protects the roadway and slows its rate of deterioration, as well as creates a smooth surface. After the resurfacing is completed, pavement markings, striping and signage will be replaced or upgraded as appropriate. The resurfacing methods the City plans to use are: Micro Seals, Cape Seals, Slurry Seals, Asphalt Inlays and Asphalt Overlays of various thicknesses. The type of treatment chosen for each street depends on the current pavement condition and economic factors.

Micro Seals and Cape Seals
Micro seals and cape seals are thin resurfacing treatments used for streets that are relatively structurally sound.

  • Cape Seal: The asphalt rubber cape seal treatment is a thin layer (about a half inch thick) of pebble-sizeaggregated pressed into an asphalt rubber binder, then sealed with an asphaltic emulsion. This multilayer treatment is placed over the entire roadway surface (excluding curbs and gutters), sealing the existing pavement from moisture and providing a durable wearing surface.

Slurry Seals
A slurry seal is another type of thin resurfacing treatment used for streets that are structurally sound. It is installed relatively quickly.

Asphalt Concrete Inlays and Overlays
These treatments are used for streets that are structurally deficient. With an Inlays, a portion of the existing pavement is removed and replaced with new asphalt concrete. With an Overlay, a layer of new asphalt concrete is placed over the existing roadway.

  • Overlay: The rubberized asphalt concrete overlay is a thin layer (approximately 2 inches) of asphalt concrete (which is modified to include recycled tire products) that is placed over theentire existing roadway surface (excluding curbs and gutters). This resurfacing treatment provides additional structural strength to the roadway and a durable wearing surface.

Storm Drain, Curb and Gutter Repairs
Before resurfacing, the City will fix serious drainage problems on certain streets. The drainage problems that will be fixed are in areas where the drainage negatively affects the structural integrity of the roadway. In addition, some severely damaged curb and gutter will be repaired for the same reason. The storm drain pipe is installed in a trench that is a minimum of 3’ wide for a 12” diameter pipe; wider for pipe larger than 12 inches in diameter.

  • Trench paving is required after the storm drain pipe is installed. The trench is backfilled, and one additional foot of existing pavement on both side of the trench is removed so that the new pavement overlaps the trench that was excavated for the pipe installation.

Fixing Potholes
Before resurfacing, structural repairs will be made for failed pavement areas. Failed areas of the roadway pavement will be cut out and removed (up to 6 inches deep). Then the excavated areas will be rebuilt with an equal amount of asphalt concrete.

Installing Curb Ramps This photo shows a curb ramp under construction. The frame has been built. The next step is to pour the cement.
Curb ramps provide access between the sidewalk and the street for people in wheelchairs and improve safety for moms using strollers, etc.

Curb ramps are short ramps that either cut through a curb or that are built up to it. When curb ramps are cut into curbs, they are sometimes referred to as "curb cuts." Newly installed curb ramps must be flush with the streets and include detectable warnings (raised lines) for people who have visual impairments.

Typical Curb Ramp installation takes about four days:
1. Demo/Base Rock
2. Build forms
3. Pour cement and let it cure
4. Finish work such as painting and textured guides
