The Housing Element is a required component of the City’s General Plan. It contains goals, policies, and programs to address the housing needs of all El Cerrito residents from 2023 to 2031, including the City’s Regional Housing Needs Allocation (RHNA) of 1,391 new dwelling units at a variety of income levels.
